Game Store offers you to sell sand dollars for coins at a rate of 300 coins for a sand dollar. You can only sell sand dollars -- not buy them.
The only way to "buy" a sand dollar (as described previously) is to buy-out the missions at a rate of 5000 coins per star/average 7 stars per sand dollar -- that is, 35000 coins per sand dollar.
